THIS IS A BILINGUAL - SPANISH POSITION; MUST BE ABLE TO PASS A BILINGUAL - SPANISH FLUENCY EXAMINATION.

We are seeking a flexible individual that is independent, self-driven, creative, and customer focused to assist customers and work cooperatively with local partners in the America's Job Center of California. You would promote the Employment Development Department (EDD) and Workforce Services (WS) programs and/or services through the delivery method of self-service, facilitated self-help and staff assisted services by providing employment services to job seekers and employers.  The incumbent will perform the duties of a Migrant and Seasonal Farmworker (MSFW) Outreach Worker (OW).

The Migrant and Seasonal Farmworker (MSFW) Outreach Program is dedicated to assisting MSFWs and their families.  The OW conducts outreach to the MSFW Community in their living, working and/or gathering areas.  The OW will work with farmworkers, employers, agencies and community based organizations.  The OW will promote the programs and services the Employment Development Department (EDD) offers.  Employer field visits are conducted to educate employers on regulations and appropriate work conditions.  OW will conduct employer field visits to ensure employers are in compliance with the Department of Labor (DOL) laws and regulations.  The OW will take appropriate action to correct issues of non-compliance in addition to record complaints/concerns of the MSFW's. The OW will conduct presentations at community based organizations and participate in job and resource fairs. The OW works as a mobile office providing services within the EDD umbrella such as Disability, Unemployment Insurance and Paid Family Leave. The OW will log detailed monthly reports, and at the end of each month.  Provide a detailed report of the services provided and related contacts made.

This is a bilingual Spanish position and you must be able to read, write and speak Spanish. To be considered for this position, you must list your bilingual fluency on your STD 678 State Job application. Failure to do so may disqualify your from the selection process.

Statement of Qualifications Requirements

A Statement of Qualifications (SOQ) is Required.  The SOQ serves as documentation of each candidate’s ability to present information clearly and concisely in writing.  The SOQ is not a resume or cover letter. Resumes and/or Cover Letters DO NOT take the place of the SOQ. Applications received without an SOQ may not receive further consideration and may be excluded from the hiring process.

To be considered for the position, applicants must submit an SOQ along with their application. The SOQ is a narrative discussion of how your education, training, experience, and skills qualifies you for the position. The SOQ serves as documentation of each candidate's ability to present information clearly and concisely in writing. SOQs must have both first and last name and be no more than two (2) pages in length. The SOQ must specifically address the following questions in the order listed below. Each response must be numbered to clearly indicate which question you are responding to:

SOQ QUESTIONS:

1. Provide examples or experiences that demonstrate your ability to work independently and how you kept management informed.

2. Describe your ideas about how to best network within the community of monolingual Spanish speakers. Include any experience you have with involvement in the Spanish-speaking community.

3. Describe your experience or education that has prepared you to present in front of an audience.
